Funding Opportunities

Clinton Main Street receives funding four different ways.

  • Private Contributions
  • Public Support
  • Grants
  • Neighborhood Assistance Program (NAP)

Private Contributions consist mainly of Membership Investments from businesses and individuals who value the work of Clinton Main Street. They understand that a healthy downtown business district reflects the values of the entire community.

Many businesses throughout the community contribute to Clinton Main Street in order to be a part of the downtown revitalization effort.

Who benefits from a healthy downtown?
The entire community! A healthy downtown fosters economic growth and civic pride. There was a time when "Main Street" was everyone's neighborhood--the heart and soul of each community. In a very real sense Main Street symbolized a community's identity and embodied its heritage. A healthy downtown Clinton provides a focus on downtown as a center of community life. AND, every resident's and business' involvement is needed to keep this vital city center vigorous.

You can be part of Clinton Main Street's efforts to preserve, enhance, and promote historic downtown Clinton by contributing! Your investment provides helps provide a financial base upon which we can continue our work to keep Clinton the best it can be.  You can also become a volunteer, or even sponsor an event--both at a commitment level that is comfortable for you.

Why is a healthy downtown Clinton so important?

  • Downtown businesses provide many jobs within the community.
     
  • A strong downtown economic base lowers your taxes by spreading the burden.
  • Success attracts success and an energetic and lively downtown is a magnet for visitors, shoppers and desirable new businesses.
  • The broadly diversified business base helps to keep Clinton strong during periodic economic downturns.
  • The city's tax base increases by taking unoccupied or underutilized spaces and converting them into revenue producers.
  • Tourism- and visitor-related revenue increase.
  • Clinton's historic character is preserved through its downtown buildings.
  • A healthy downtown provides a central gathering place and destination where people like to meet and bring friends and family.
  • Recruiting new employees and their families is easier in a desirable community.
  • A vibrant downtown makes the entire city a better place to live,
  • work, play, shop and own a business!

Public support is given by the City of Clinton in return for a contract for services. Clinton Main Street performs many services for the community that would normally be picked up by the City government including but not limited to such things as:

Neighborhood Assistance Programs: Commonly called NAP, this program is administered by the Missouri Department of Economic Development. The Neighborhood Assistance Program was created to assist communities and their residents in the improvement of their quality of life. A qualifying organization or business can be granted assistance to administer a community project after applying for and being authorized to exchange Missouri State Income Tax credits for donations.

This program enables donors to redirect their Missouri Tax dollars to local projects while reducing the administrative and overhead costs of state administration of the same program. Tax Credits are dollars subtracted from your Missouri State taxes, dollar for dollar, and are also a deduction on Federal Tax Returns.

Clinton Main Street has a three-year NAP project, ending June 30, 20
11. Our project is the ongoing business of dealing with historic preservation and downtown revitalization. We offer assistance to all businesses within our district for design, façade improvements, business assistance and customer service.

Some of the specific items budgeted in the current NAP are a revolving loan fund, wayfinding signage, banners, staff development, downtown festival and computer and office supplies.

If you should have questions about qualifying income or would like to make a NAP donation in exchange for 70% tax credits, please contact the Main Street ffice at 660-885-2121. Diane Hannah, Executive Director, will be glad to help you make your donation.

  • Hanging of banners and Christmas Lights for improved appearance as well as celebrations
  • Repair and Maintenance of Christmas Lights
  • Assist economic development efforts to recruit new business and maintain existing businesses in the downtown area

Participate in the historic preservation program for the downtown district

Grants: Clinton Main Street has been fortunate to receive several grants over the past few years. In 2004, the Skidmore Foundation contributed a $5,000 grant to Clinton Main Street to assist in preservation and economic development efforts.

Also in 2004, Clinton Main Street received a grant from Friendly Foliage, a program maintained by Aquila, to help with planting of trees at the Dorman House.

Other grants, such as Community Block Development Grants and HUD grants, have been received by the City of Clinton after having been identified and requested by Clinton Main Street.
